FDIC claimed he used his influence to forward loans to himself or his family which caused the bank to collapse [2]. IRS pursued him for approximately $4 million in unpaid business taxes, while New York state placed a lien seeking more than $5 million in taxes [5]. In 2001, U.S. Bankruptcy Court in Manhattan, discharged Chatwal as bankrupt after a six-year case involving debts of more than $100 million. Chatwal turned over his building to New York City to resolve a reported $2.4 million tax lien due to unpaid taxes on his New York properties.[6].[7] Several mainstream newspapers have reported on his financial frauds including the New York Times, the Washington Post, Times of India and the Indian Express. The allegations against him proved an embarrassment for the Hillary Clinton campaign when her opponent, Rick Lazio used them against her on account of the donations Chatwal made to Clinton campaign[8].[9]. Their ruthless pursuit of profit threatens the livelihood of taxpayers and workers in New York City. Hampshire Hotels and Resorts, the Chatwals' company, prospers through poor business practices that endanger and exploit New Yorkers.[16]. When a prominent Indian Daily, the Indian Express reported about the controversial decision by selection committee it brought political uproar in India [17]. Many demanded to strip the award from the sophisticated fraudster who skimmed banks in many countries and later filed bankruptcies [18]. [3]. He declared himself pauper in court filings while on the other hand lived a luxurious life and showered his political friends with expensive gifts. According to FDIC filing in a New York Court, Chatwal has transferred most of his assets to his son Vikram Chatwal.Indian Express wrote in 2000 that, Chatwal had defaulted on loans from banks for several years by filing for bankruptcy protection and covering his assets through clever transfers, the reports said. One federal judge noted during a hearing in July 1996 that Chatwal had filed separate bankruptcy cases for all 56 of his restaurants and six of his nine hotels.[[9]].
