Controversy over Kerala list for Padma awards
Vayalar Ravi stands by Chatwal move: "Ravi said he had recommended about four or five names for Padma awards, Chatwal being one of them. “Yes, I did recommend his name, and I believe I am right,” said the minister who, along with his Cabinet colleague Praful Patel, were among those who pushed for bestowing the award on Chatwal. “Chatwal is a successful businessman in the United States who has close connections with the political leaders in that country."
Wikipedia - Sant Singh Chatwal: "Chatwal has defaulted on loans obtained from Indian and US banks including Lincoln Savings, First New York Bank for Business, Bank of Baroda, Bank of India and State Bank of India and filed bankruptcies on false grounds[2].He was arrested in Mumbai by India's Central Bureau of Investigation (CBI) in connection with defrauding Indian banks for over US $ 9 million. He was able able to get the bail and he later fled the country. but escaped after he was out on bail. [3].[4]. He has repeatedly used political connections for personal gains. In 1997 American taxpayers were fleeced for over $12 million when Chatwal abruptly settled a case with the US government [1]. Federal Deposit Insurance Corporation settled the case for $125,000 against the claims of $14 million caused due to the Bankruptcy of First New York Bank of which Chatwal was a director. FDIC claimed he used his influence to forward loans to himself or his family which caused the bank to collapse [2]. IRS pursued him for approximately $4 million in unpaid business taxes, while New York state placed a lien seeking more than $5 million in taxes [5]. In 2001, U.S. Bankruptcy Court in Manhattan, discharged Chatwal as bankrupt after a six-year case involving debts of more than $100 million. Chatwal turned over his building to New York City to resolve a reported $2.4 million tax lien due to unpaid taxes on his New York properties.[6].[7] Several mainstream newspapers have reported on his financial frauds including the New York Times, the Washington Post, Times of India and the Indian Express. The allegations against him proved an embarrassment for the Hillary Clinton campaign when her opponent, Rick Lazio used them against her on account of the donations Chatwal made to Clinton campaign[8].[9]. Obama campaign team refused the offer made by Chatwal to raise funds due to his past and controversies.[10] For example, critical articles in the Indian Express, the New York Daily News and News With Views. In the 80s, Chatwal was accused by the Securities and Exchange Commission of the United States of falsified SEC filings in connection with the Bombay Palace chain of restaurants [11].[12]. He reached a settlement that prohibits from ever being an officer or director of a public company. The Indian Express recently reported that three criminal and four other cases have been filed against Chatwal or his associates since April 2009.[13]. Chatwal was awarded the Padma Bhushan by President Pratibha Patil on Jan.26, 2010. <>Humiliated by the mistakes in awarding Chatwal, government started an investigation into matter to strip him of the award.[14]. Concerned citizens also started an line campaign to review the award process.[15]. In USA an online petition has been started against Chatwal. Their ruthless pursuit of profit threatens the livelihood of taxpayers and workers in New York City. Hampshire Hotels and Resorts, the Chatwals' company, prospers through poor business practices that endanger and exploit New Yorkers.[16]. When a prominent Indian Daily, the Indian Express reported about the controversial decision by selection committee it brought political uproar in India [17]. Many demanded to strip the award from the sophisticated fraudster who skimmed banks in many countries and later filed bankruptcies [18]. [3]. He declared himself pauper in court filings while on the other hand lived a luxurious life and showered his political friends with expensive gifts. According to FDIC filing in a New York Court, Chatwal has transferred most of his assets to his son Vikram Chatwal.Indian Express wrote in 2000 that, Chatwal had defaulted on loans from banks for several years by filing for bankruptcy protection and covering his assets through clever transfers, the reports said. One federal judge noted during a hearing in July 1996 that Chatwal had filed separate bankruptcy cases for all 56 of his restaurants and six of his nine hotels.[[9]]. Former Indian Pime Minister I K Gujral skipped NY banquet, on his US visit, on seeing Chatwal in one of the functions to avoid being associated with him.[19]. Noted Indian journalist Vir Sanghvi has expressed his disappointment over the award and has decided to file a RTI Petition (Right To Information Act) along with noted film maker Pritish Nandy to make the government declare the procedure by which it selects awardees.[20] In February 2010, a federal lawsuit accuses two upscale bar lounges in Sant Singh Chatwal's Dream Hotel of labor law violations. Workers claim that they are not paid and labor laws are abused.[21]. Similar claims were made by workers at other properties too."

Congress voices opposition to Chatwal’s Padma Award: "The CBI had chargesheeted Chatwal for an alleged $ 9 million fraud case connected with the State Bank of India."

Former militant is a Padma Shri, 2010: "This year’s list of Padma awardees includes a surrendered Kashmiri militant and counter-insurgent against whom cases of extortion and attempted murder are pending. "
